It's a possibility, but some cats may just have an itchy behind. My cat Molly does it on occasion and she doesn't have worms. Also, if they go to the bathroom sometimes they may have a 'hanger' back there and they want to get it off.
If your cat is constantly doing this then take a sample of their feces into the vets to see if it is worms.
Because there could be a household cleaner or reminents of food on there so you should probably clean them!
There has to be a reason for the licking. Advise you to take the dog to the vet. This dog may have mange, or parasites or even an allergy.
Nothing, the only deference between a cow and dog licking you is the cow's tongue is a lot rougher. The child will be fine though.
