It depends what you keep in it. Goldfish are the commonest coldwater fish and they are ABSOLUTELY NOT suitable for bowls or small tanks. You need a minimum of 20 gallons for one goldfish with an additional 10 gallons of space required for each additional goldfish. They are very messy and have the potential to grow very large. The coldwater fish most suitable for small tanks are white cloud mountain minnows which can tolerate temperatures down to 12 C. If the water temperature will stay at around 20 C, you could also consider keeping zebra danios, temperate corydoras or some of the small barbs such as cherry barbs. Almost all other common fish species, such as livebearers, loricariid catfish (plecos, bristlenose etc) tetras and most others require a water temperature of 25-28 C. They will require a heater if the water will not remain this warm all the time. If it does remain this warm, you should consider not a heater but a cooling system because temperature fluctuations up to and over 30 C could be harmful to your fish.
