It depends on the species. Lily Pads have a flat surface area which allows them to float on the surface like a boat as well as having stems that keep growing until they reach the surface and then stop growing. With many Kelp species, they have "float sacs" filled with air which allow them to stay afloat.

Butterflies, and other light-weight insects with very delicate legs, are able to rest on water due to the water's surface tension. Still water has a characteristic of developing a very thin film over the top of it, tending to slightly resist penetration. But when water is actively moving, this tendency is disrupted.

Because it is really light and it is spread over a relativley big surface area. + its less dense than water thus wll float.
