Happens to cats I'd say 2x/month, basically you need to either let her find a mate, or you can get her spayed. ..Don't get her spayed while she's in heat though. Yes they can but its better to get them spayed when they are younger because its better to have kittens when your younger so they can have more time to comfort them and watch them grow up.
Sounds like he is wanting more attention from you, try petting him , grooming him, and/or playing with him for awhile. He loves you and is craving your attention. Give him a little time (10 minutes or so) and he'll be happy and leave you in peace to work. And you'll be happier too I'll bet...
