You should wait at least until the kittens are up and staggering around. Curiosity will make them stagger in your direction soon enough if you just sit there calmly & watch. (Not stare; cats view staring as a threat!) At this point, as long as the mother doesn't appear to mind you touching the kittens there is no problem. Do not try to touch the kittens while they are being suckled. It is a stressfull time for a mother cat, as her instincts will make her hyper-aware of everything. She won't thank you for adding to the stress. Once you have proven to the mother that you can be trusted with her kittens she will relax more when you're around. You will be acting as a second set of eyes and ears for her... you are now a surrogate nanny to them! Above all, remember that if the mother feels her litter is threatened she will first try to hide them. If you don't give her enough space after that, she may decide that the situation is futile, and kill the whole litter herself. Cats are not like people; they don't seek to show their babies off, but to keep them guarded. As long as she can see her kittens are safe she will be happy for you to play with them... just be gentle; they're only little!
you can handle them after the first 48 hours but if you don't handle them until the first 4 weeks they might be shy and not like humans so handle them for a few minutes a day after the 48 hours but be gentle with them and that will be fine.
