You can hold them as much as you like. If the puppies are being raised without their mother they are lacking the physical contact they would normally have with her. You will be replacing the mother so more is better.
Yes but if someone wants to hold one make them wash their hands just like with a new baby. Not to many people at once and only people that " mom " knows. You don`t want to upset her.

Feed 2-2 1/2 ML/CC for 5min. This is of course if the babies are orphaned. If not then leave them with their mom. If bottle feeding don't forget to stimulate them so that they will go to the bathroom.

New born pups need plenty of rest. I know its hard to keep your hands off them because they are so darn cute. It would not hurt to pick them up once in a while so they get use to humans, but mostly you should let them rest. After their eyes open and they start moving around you will have plenty of time to play with them. They themselves will let you know.
