There isn't one breed of dog that is most vicious. All breeds have bitten people, but dogs that were predominantly bred for protection have a more vicious reputation; it is however really a matter of how the individual dog was bred and cared for...or not.
While it's said that pitbulls can be very vicious, this is mostly due to media stories of a select few situations. Most pitbull owners are fiercely defensive of how loving, gentle, and loyal their dogs are. It is said that dalmatians can be quite aggressive as well, and dalmatians were bred and used to keep fire horses at bay and protected from theft. Popular thought pins the most aggressive behavior on three or four particular breeds: the pitbull, rottweilers, Doberman pincers, and mastiffs. None of these breeds truly deserve the reputations put upon them. Mastiffs and rottweilers were bred as herd dogs, dogs from both breeds are extremely intelligent and fiercely protective of their families, flocks, and herds...as they were intended to be...but typically respond only to actual threats. Pitbulls and pincers were bred for security and use during combat, which both do quite well...but again typically respond only to actual threats or commands from their handlers. French poodles were specifically bred for combat, something most people either do not realize or disregard because of the dog show reputation they have today. Belgian Tervuren are a shepherd breed, but are widely used in Europe as police dogs, are in fact favorites because of their power and fierceness.
Even small breeds can cause great damage in the right situations. Consider that some of the toughest animals in the world often weigh less than 15 pounds; one of these is the common badger. Consider too that the dachshund was bred specifically to burrow into badger holes and drag them snapping and snarling out by the tail; a full grown grizzly bear will run from a badger rather than risk confrontation, yet this twenty pound wiener-dog will fetch them like most dogs will bring their master a stick. Most of the terrier breeds were developed to deal with rodent problems, rats. Rat terriers have been known to track rats through a ship yard, through water, oil, rotting timbers, boxes, bails, shipping containers, and an infinite number of obstacles only to be outnumbered and till bring down its quarry. Remember that rats are one of the most intelligent animals on the planet, they are problem solvers, they use tools, the cooperate toward a mutual goal, and anything that can outsmart a rat is to be respected.
Dogs like people must be socialized properly and responsibly. Dogs defend themselves and their charges with their teeth. This is what nature has given them. Any dog who feels threatened, or who perceives that his family, pack, flock, herd, or territory is being threatened will use the tools nature gave him to defend. Any dog can behave in what appears to an unfamiliar person in unexpected ways, and in doing so cause damage and trauma. The thing to remember is that dogs are not people. People are responsible for the behavior of the animals in their care. Place the blame for issues where it belongs.
Another way to think about it is this: if you back a dog into a corner and get bit for the effort, whose fault is it? The obvious answer is yours.
there is no particular 'savage' dogs, its just the way they are treated by their owners. but the most dogs that are 'turned' savage are mostly rottweilers, bulldogs, German shephards, bull terriers and others. some are more 'savage' than others but really, most of these dogs are made savage because they look 'manly, vicious, and mean' (also sometimes when they are neglected, mistreated, or scolded A LOT!).
