It is a show of dominance. The alpha dog will "pin" the lower ranking dog by the neck to show the pack order. Typically it is done in play. If there is aggression then there is a possible fight for status in the pack order. If it gets too rough, you need to "dominate" the aggressor by pinning him/her with your hand holding the dog down by the shoulder and hind legs. DO NOT ATTEMPT WITHOUT PROPER TRAINING OR YOU COULD INJURE THE DOG.
