Poor leg conformation, depending on whether you are referring to the hind legs or front legs that she's having troubles with. If it's the front legs, then it's like she's too far in at the knees, and this is causing her to walk with her left crossing over her right. If it's her back legs, it could be due to poor hock structure.

A cow that is really thin and doesn't have much capacity in her brisket or her hips will also cause her to walk in such a way. Either feed her up so that she gets more width in those areas, or cull her.
