Tigers all come from Asia. The white varient of all cats (except the snow leopard) is a recessive gene. As such it is very rare to get enough in any area for them to create a breeding population of the white varient.
However where the white is an advantage, i.e. where the tiger or leopard spends a lot of time against snow often the white varients survive better and then you can gradually end up with more and more white and fewer of the normal colour. Indeed as the Siberian tiger is the one that spends the most time in the snow these are the most likely (and there has been some unconfirmed sightings of white tigers in russias far east). White varients of tigers and leopards as well as black leopards are all very rare, perhaps 1 in 1000 or even less are born. As the population of Siberian tigers is only 500 this means it is not going to happen that often.
The simple answer is that there is nowhere in the world where you can go and see a community of white tigers but there are odd ones all over the place.
