It's a risk, but even humans can put a very few drops into their drinking water to kill bacteria. It's best to let your dog drink normal water unless your water is polluted. I personally have a cooler and buy large bottles of water and give my pets the same. There has been too many 'oops' with the sewer systems where I live. It isn't worth the risk.

If trained from puppyhood, it could be possible to train a dog to use a human toilet. However, most humans would not take the exorbitant amount of time to do such training; many people don't even walk their dogs and it's much easier to let the dog urinate and defecate in the yard.
