could be a number of things. maybe you should buy some spray on shampoo like i had for my hammy. the company is Hagen. it comes out like a foam and you don't have to rinse it out. it smells a little funny but it also helps with lice or fleas (or prevents if your hammy doesn't already have them). and it's really easy to use. you can use it without any water. just spray on (i would recommend spraying on a cloth first instead and then wiping them with the stuff instead of spraying directly on them because it scares them pretty bad sometimes mostly the noise but also the feeling) and leave it.
