The black Pekin is also known as the Cochin. They may be rare where you are located but I have many running around my farm and they were not hard to come by.

Cochins are known to be good brood hens and reasonably good duel purpose chickens.

Good for large brown eggs and meat when egg production wains they are raised all over North America. Even a Rhode Island Red can be considered "RARE" when they are not available in a certain area. With the advent of the internet and on-line shopping most breeds are available with a small amount of fuss.

Cochins were introduced to North America from China in the early 19th century. Originally known as the Shanghai (a name also used for the Brahma breed of chicken). The Cochin was the breed that launched interest in poultry shows because of the feathering down to the toes. Pekins are recognized as a separate bantam breed in some countries, rather than as bantam Cochins.
