The key is that the forest needs to have grass in order to for the cow to graze. Most forests in Europe and Asia are thin enough (e.g. the trees are not too densely-packed) for there to be ample amounts of grass. Conversely, if you had a tropical rainforest, such as in parts of the Amazon or Congo River Basins, the trees are too densely-packed for light to filter to the forest floor, meaning that there is too little grass-growth for cattle. (This is why cattle-ranchers in these regions slash and burn the forests to raise cattle.)
