No dogs aren't allowed but you may get someone to over look it sometimes.
They give shelter to homeless animals, and give the animals a place to eat and sleep.
Most shelters such as the SPCA or any dog shelter in Houston will take a Pit Bull and will kill the dog right away. The only shelter that accepts pitbulls and keeps them alive is Spindletop Pitbull Refuge: http://www.spindletoppitbullrefuge.org/

In most cities there are shelters that give many of the homeless population a place to sleep and usually a meal. The problem is that there are too few shelters and far too many homeless people. The shelters fill up fast, especially in cold weather. The alternative is a night curled up under a tree or bridge, hopefully in a place where they won't be victimized by whomever happens by. Homeless people are quite often targets of crime. The Salvation Army and St. Vincent de Paul are two organizations that help the homeless and destitute. There are many others by different names, sometimes local churches can provide some relief in their community.
If you belong to a church they may be able to help. There are also programs that help the homeless. Below is a link to one of them.
Long story short, no. Not with the present amount of funding that homeless shelters receive nationwide. This isn't to say that they don't exist anywhere, but we won't see them becoming common any time soon. Often disaster shelters, which are usually short-term and better funded, don't even let people bring their animals. There are not enough homeless shelters and food banks to serve all of the homeless and hungry Americans. Shelters for homeless animals are only standard because euthanasia keeps their numbers down. There is a serious need for either privately funded organizations to help with these problems, or for more government funding. When Americans became concerned about euthanization for cats and dogs, "no-kill" shelters funded by private donations started opening. So if this becomes a big enough priority, or enough attention is brought to the issue, we can expect to see the same for people-and-pets shelters.
As of I am concerned there are not any free houses for any homeless person to live in which is quite sad, I know, but if a homeless person walks into a small place like Mcdonalds or something they will try to feed him/her.
