On paper at least, the Arjun is the superior tank. It's able to withstand a 125mm frontal strike at near point-blank range, the British 120mm rifled gun outperforms the Soviet 125mm smoothbore gun, and it's a more advanced vehicle overall. However, it's been plagued with problems, to the point that the Indians ended up ordering T-90s rather than completing the Arjun production order. The MBT-2000/Al Khalid is nothing particularly great, but it seems at least to be reliable, which does give it that advantage over the Arjun. It's simply a licenced variant of the Chinese Type 90-II, which is a step up from its predecessors, but still inferior to modern Western MBTs. But, given a choice between an Al Khalid which can be expected to operate and an Arjun which is liable to break down, I'd take the Al Khalid.

If there is any measurable difference at all, the second half of the tank should yield better fuel economy, but not because the gas is any better. Your vehicle is lighter after exhausting the first half a tank, so acceleration is improved and requires less energy to accomplish, which results in overall better fuel economy.
