No, there is no Federal or state law in Texas stating that they are illegal to have.
The problem with HiDs is that they're brighter than most halogens, and when you put them into a stock halogen light housing, the angle of the beam can blind drivers on the opposing side of the street. Also, note that many cars, come stock with HiD's. 350z, 370z, BMW 3-series, new Audi's, etc. So, no they aren't just make sure you aren't blinding someone, which you can test for yourself. If they are too bright find a way to either A) retrofit the light housing. Or B) angle the light beam downward towards the road.
Just know, if you get pulled over, the reason is because you blinded a cop (which will be hard to do, usually you get pulled over from behind) not because they're illegal.

HID kits are illegal no matter what the "color temperature rating" is. It is illegal and unsafe to install HID bulbs into a headlamp that was not originally designed to accept them.
PENNDOT currently does not have any regulations that prohibit HID conversions. However, 10000k is excessively blue. Any colors besides yellow and white is illegal. Blue or red especially.

hope not, just put some in my car replacing the old ones(4500k, I think) Anyway, as long as they are directed as so not to blind other drivers, in a car that came factory equipped with HID, or in an aftermarket projector type housing, they should be legal. Mine are super bright tho even in the factory equipped housings.

HID headlamps designed, engineered, manufactured, and certified or type-approved as HID headlamps are legal everywhere. "HID kits" and "projector retrofits", where HID bulbs are installed in headlamps not originally designed to accept them, are unsafe and illegal everywhere.

HID lights are generally illegal, and the name is a clue as to why, These are 'high intensity discharge' lights and they can blind any cars coming toward you. There are conversion kits sold that are supposed to prevent this, but you should be careful retrofitting your car to stay legal.
