Im not sure because i live in New Mexico. One time i bought a lighter at the fair and they let me but one time i tried to buy one at the gas station and they said they couldn't. Recently, I was in New York and i bought a Zippo lighter in Chinatown but then my friend tried to buy one in Times Square and they said they couldn't. It probably depends on the location and the cashier's ethics. hope I helped!! by the way i am 13
