Make the internet illegal, or; Well the person who is on the other side of the technology needs to show the police when somebody starts cyber bullying them and they will get in trouble for it and maybe even go inside jail depending on how old they are and even if they are like younger than 18 the police will come and tell them and they will have a warning probably and they wont dare to cyber bully anybody again.
