Typically, colleges and universities do not bestow honors in this respect. There may be a few, but they a rare. I believe this is because the graduate degrees require a higher standard anyway. A grade point average for required for most all graduate programs is a 3.0 (B average).

Yes. Community colleges do grant the Latin honors. Depending on the college the point range may very slightly, but 3.91-4.0 is generally summa cum laude; 3.8-3.9 magna cum laude; 3.5-3.79 cum laude.

The honorific is generally given to undergraduates receiving a degree. This is either an associate's or a bachelor's.

there are some colleges an universities that award honors within graduate coursework, however, it is rare. I graduated my master's with a 3.96, and nothing was mentioned.
