No it doesnt, i recently called Verizon and was told it cost money to call someone in the virgin islands but it does not cost money to text someone as long as you both have a texting plan
You will be charged standard messaging fees. So basically, if you have unlimited texting, no you won't be. If you pay-per-text, then yes. But it will not cost any more than any other text you send.
