its a drain for condensation build up in the heater box. its supposed to just hang there. its ok

AnswerAs awnsered correctly it is the drain for condesation for the Evaporator coil (A/C) and the drainpan for the heater core as in my 94 Cavalier that has A/C,but if you have a an overheating problem and you find that when you dump fluid into your Radiator and you look and the water just comes out the 90 degree L-tube joint fitting and you have no heat then your heater core OS most likely leaking.(And trust me its alot of work to replace it)

Well heres a cool trick I figured out.First jack the front of your car up.(the side that's closes to the L-tube fitting on thr firewall)Around that same facinity you should see two rubber hoses connecting to two barbs in the firewall. My 94' Cav it was a 1/2" I.D. on one side, and a 5/8" rubber hose to the other one right next to each other, well their the hoses that go to your heater core. Now watch how easy this is, You'll need a 5/8" to 1/2" Reducing copper fitting, and two hose clamps(ajustable 1" ones you can get this at any Home Depot)Afer the cars jacked up locate the two hoses and take the old clamps off.(its pretty tough I needed small plyers and the old clamp broke frome corrosion)Now watch it because what ever didn't drain from leakage will come out.(Note:when checking for the leak you should just use water and do it a couple times this flushes your system, and you don't have an Anti-freeze disaster)Finally install the copper fitting on one of the hoses and hose clamp firmly, not all the way yet. Then connect the othr hose to the proper size of the other end of the copper fittingand hose clamp that spot.Finnally tighten both hose clamps tight, and the proceed to fill car up.(Start out with a 1/2 gallon of water then start car and let run for a minute or so then check the hose connection for leaks ,if no leaks i suggest filling up the rest w anti- freeze.

You now have Bypassed the Heater core and have no heat, but can drive the car until you get it fixed.

Thanks
