The driver's side wiper on our 2002 Silverado 2500 behaved the way you described. I used a pair of pliers to remove the 1/2" ciruclar cover at the base of the arm to access the nut that fastened the wiper arm to the truck. In my case, the nut was loose, which was allowing the arm to flop too far (randomly) in either direction as it wiped. I removed the nut and wiper arm to inspect them, and re-assembled them, being sure to tighten the nut. I replaced the 1/2" cover and tested the wiper, and they worked correctly. I've been told that some later models of certain Chevy p/u's have this as a recal item...but I imagine in my case it's just because the truck is 10 years old.
