Contact the closest University that has a dental school. Call them and ask if they have a student clinic or a clinic for low-income people.
I needed a bunch of dental work and contacted University of the Pacific. They had two clinics in Hayward and San Francisco. The cost for me was about half or less, and they even took insurance on top of that if you had insurance. I think they served lower-income people at much lower prices.
The dentists there are graduates of dental school who have passed their tests but need a certain number of clinical hours to go off on their own. They are supervised by a professor. They really take their time, so it can take longer. But I noticed that because they are being graded, they are very meticulous and careful, and I believe that I got better service and work than I might get at some dental offices where they are in more of a hurry. They also took more safety precautions to limit my exposure to the filling amalgam they were removing.
