if memory serves me correctly, Jeep pulled the manual transmission on the Grand Cherokee in 1999. so this means you are dealing with an automatic. Now whether or not your JeeP is equipped with "shift on the fly" four-wheel-drive, or a Quadra-Drive II system, i would not know. and seeing as how i do not know much about Quadra-Drive II systems, i will assume you have a shift on the fly model (which is most popular anyway). whenever you are towing a four-wheel-drive vehicle with automatic transmission, you will put the transfer case (the little lever that allows you to engage the four-wheel-drive) into N (neutral) and leave your vehicle's transmission in P (park). this will disengage your transmission and allow the wheels to spin freely without harming your gears. as always, it is best to consult your owner's manual. and if you have Quadra-Drive II.... i am sorry Eric T. If it is a manual trasmsiion, then yes. If it is an automatic transmission, then the answer is positively NO! Towing with the rear wheels down will damage the transmission. Remove the drive shaft.
Does it have manual lockouts on the front hubs? Center of the wheel/axle turns to lock the wheels in.
According to the owners manual for my 02 Grand Cherokee Laredo you can tow with all four wheels on the ground after you put the transfer case in neutral, then with the engine shut off, put the transmission in Park. The key should be in the unlocked OFF position. This is found in the manual under the heading Towing- Recreational. I am guessing yours will work the same way. SAFETY PRECAUTIONS AND WARNINGS CAUTION: The following safety precautions must be observed when towing a vehicle: Do not use steering column lock to secure steering wheel during towing operation. 2WD vehicles can be towed with the front wheels on the surface for extended distances at speeds not exceeding 48 km/h (30 mph). Many vehicles are equipped with air dams, spoilers, and/or ground effect panels. To avoid component damage, a wheel-lift towing vehicle or a flat-bed hauling vehicle is recommended. Secure loose and protruding parts. Always use a safety chain system that is independent of the lifting and towing equipment. Do not allow towing equipment to contact the disabled vehicle

The odometer will count the miles, regarless of which fuse is pulled, if the drive wheels are on the ground and the driveshaft is attached. So, either remove the driveshaft or lift the drive wheels off of the ground.
That depends if all the wheels are on the ground. Some cars have to have the drive shaft disconnected so it can be towed. Then it doesn't click up mileage.
