Kentucky was a border state which means it didn't know what side to be on. Other border states were Montana, West Virgina, Delaware, and Maryland.
Kentucky never seceded from the Union so it would be classified as a Union state, however it was one of the border states (along with Maryland and Missouri). The border states were slave states and had competing Union and Confederate governments. While 75,000 men (including 23,000 African Americans) served in the Union army, a significant number of Kentuckians went south, primarily with the "Orphan Brigade".

Kentucky was one of the four slave-states that narrowly voted against joining the rebellion. Lincoln was especially keen not to upset the people of Kentucky and risk driving them into the arms of the Confederates, so he allowed them to continue slave-owning till the end of the war.

A Confederate army under Braxton Bragg invaded Kentucky in 1862, and briefly installed a Confederate government there. But Bragg aborted his campaign, and retreated into Tennessee. The Southern president found this inexplicable, but Bragg said he didn't want to put his poorly supplied troops through a hard winter in the field. His subordinate officers did not find this convincing, and Bragg feuded with many of them until he was eventually replaced after losing the Battle of Chattanooga.

The State of Kentucky was officially neutral in the Civil War. Citizens of Kentucky were not forbidden to join military groups, however. About two-thirds of Kentucky's volunteers fought for the South, while one-third joined the Union cause. By choosing not to secede, Kentucky managed to reduce the terrible destruction of the war compared to its neighbor, Tennessee, which saw horrific battles.

In an attempt to win Kentucky over to the Rebel side, a major Southern offensive was launched into Kentucky in 1862.

Correction: at the outbreak of war, its leaders were Southern sympathisers, but it never actually broke away from the Union. Lincoln saw that it was a delicate situation, and allowed the state to remain temporarily neutral.

When the Confederates invaded Kentucky under Braxton Bragg, they tried to get a Confederate government installed, but it collapsed when they were forced to withdraw into Tennessee.

In the end, Kentucky formally declared for the Union.

It narrowly voted to stay loyal to the Union.

When Braxton Bragg invaded Kentucky in 1862, he expected a rush of young volunteers to join the Confederates, but there were very few. He did actually manage to install a Confederate government, but when his army retreated from the state, it collapsed.
