Moses received two sets of commandments. The first were of the Higher Law which God had prepared for the people. But there disobedience while Moses was receiving them caused God to give them a Lower or Lesser Law. This Lesser Law was lived until the birth of Christ when He once again brought the Higher Law to the people..
The Ten Commandments was the basis of the Old Covenant which Moses mediated between God and the Israelite. The Ten Commandments was in fact the very Old Covenant itself through which the Israelite became the nation of God and inherited the Promise Land. These ten commandments is the foundation (from a legislative perspective you can call it the constitution) of the laws of God. The first five commandments is derivative from the greatest commandment which is to love God with all your heart, all your mind, all your soul and all your strength. Commandments number five to ten is derivative from the second greatest commandment which is to love your neighbor (any human being that you have dealings with), as much as you love yourself. The framework of this love is the desire to do what is the good for the other party.

Biblical tradition says that Moses received the Ten Commandments from God during the forty years of wandering, after the Exodus from Egypt.
However, the strong consensus of biblical scholars is that there never was an Exodus out of Egypt as described in The Bible. Without the Exodus, there was no Moses, which of course means he did not receive the Ten Commandments.

A first draft of the Book of Exodus is attributed to an anonymous source now known as the Yahwist, with additional material added during the Babylonian Exile and further changes during the post-Exilic period. The Book of Deuteronomy is believed to have been written during the seventh-century-BCE reign of King Josiah of Judah. Both books recorded, with minor differences, oral versions that had already been passed down through the centuries, but they did not receive them from Moses.
