Even after Moses broke the first two tablets(Exodus 32:19), the second set of Ten Commandments were also written by God himself(Exodus 34:1-4) .
God had Moses rewrite alot of the other details pertaining to the covenant with Israel(Ex 24:3, 4/ 34:27), but the Ten 'Words' (or Ten Commandments) were written by God himself both times, though the tablets were 'carved out' or prepared, by Moses.(Deuteronomy 10:1-4)

Moses wrote what is known as the "book of the law", which was placed by the side of the ark of the covenant (Deuteronomy 31:24-26). As apposed to the ten commandments that were written by God Himself, which were placed inside the ark.
