No. Aristotle first described one in the 4th Century BC. But the first working one was created and used by Guglielmo de Lorena in 1535. Over the course of the next 150 years or so other people such as Franz Kessler, Denis Papin improved the design , although Edmon Halley is credited with designing a diving bell that was able to stay under water for prolonged periods of time.

William Bell Is not dead
While there are earlier claimants, the encylopedia credits Sir Edmond Halley ( the astronomer Royal) of Comet Fame with the invention of the diving Bell- manned, in l7l7 ad.
The only invention i think he invented was the diving bell. It was a bell that allowed divers to stay at about 60 ft (18 m) for an hour and a half under water. The bell is made of a wooden shell with windows to let in light from the surface. Air was supplied to divers through leather tubes connected to air casks that could be lowered into the water when needed. These early inventions led to the development of more sophisticated diving bells that are used today.
Edmond Bell died in 1607.
Edmond Bell was born in 1562.
Lighting up the sky- well in a very real sense- Astronomer Royal Sir Edmund Halley- of comet fame- invented the Diving Bell in l7l7 ad . This was the patented model. You see he was involved in marine science also- As Above, So Below!
Strange as it sounds the astronomer-royal Sir Edmund Halley came up with one in l7l7 A. D. Scientists were versatile in those times!
Diving bell spider was created in 1758.
Sir Edmund Halley, the Astonomer Royal, is credited with the invention of the Diving Bell in l7l7. Many people are not aware of this fact. Halley is much better known for (His) comet, which he did not discover, but did accurately predict its periodic orbit and return dates. Most comets are named after their discoverers such as Comet Bennett. Y'eah, you know, She has High Yellow content- and under the right magnification a beehive! kidding aside there is a Comet Bennett, not named in honor of Estelle!
In 1616, the German inventor Kessler introduced his diving bell with glass ports
1823 Charles Anthony Deane, an English inventor, patents a "smoke helmet" for fighting fires. At some point in the next few years it is used as a diving helmet as well. The helmet fits over a man's head and is held on with weights; air is supplied from the surface through a hose. In 1828 Charles and his brother John Deane market the helmet with a "diving suit." The suit is not attached to the diving helmet but only secured with straps; thus the diver cannot bend over without risking drowning. Even so, the apparatus is used successfully in salvage work, including the removal of some canon from the Royal George in 1834-35
