Most historians claim that the Confederacy had a better military ranking system than the Union. Until 1864 the highest rank was major general in respect to the last Lieutenant General, George Washington. Added to that was the informal "cost" for full generals. Thus the frequent use of major general.The Confederacy quickly overcame these "problems" and had both lieutenant or full generals. Promotions were carefully screened by President Davis. He believed his expertise in military affairs came with his prior military experience and his one time position in the US government as Secretary of War.
