Not all the time, and most cops don't get paid per bust, but it does bring income to their town so it is understandable that they might in a small town. Some times they do at the end of the month and when people get arrested they take everything they got on them. it really don't matter cause if some people are drinking or speeding they only really pull over the slow driver

Yes. If that Sheriff has jurisdiction in the area where they pulled you over, the other officers can be considered 'deputized' on-the-spot. But only the LEO with jurisdiction in that area can cite you.
