No - because the second SIM is assigned a differentnumber. Since communication is both ways, even if the phone is busy the message will still be delivered. The only time that cannot happen - is if the phone is switched off. In which case, the messages are held on the service-provider's computer system until it receives a signal from the handset saying it's back on-line.
