No. The citizenship requirements are that any person born in Canada after February 15, 1977 is not a citizen unless, at the time of the birth, at least one parent was already a Canadian citizen or permanent resident as well.
Thus, because neither parent is a Canadian citizen, the child will not be either. Egypt will still claim them as (or they can claim themselves to be) a citizen of Egypt though, as they were born to two Egyptian parents.
