Running the risk of sounding dreary and negative, I have to say the answer is no. A right is something that might be taken away from a person, but it is also something that can be restored. Children are going to continue to be born, and only the anihilation of the world would be able to stop it from happening. And children are going to continue to be born into families that are unstable, unloving, or both. How is this right restored? How do the 'rights' of a child not yet conceived affect the behaviors of adults who are going to procreate no matter what? Life is what it is; the important things are what we do here and now.
