Yes, the foot is made to support the body. It is made in perfect "mechanics" to do so. however, by adding weight that the body is not used to, the weights pull down on the muscles and tendons causing the mechanics to become "off". Therefore, making the ankle more susceptible to injury due to it's new focus on figuring out how to handle the weight. there are a lot better ways to get faster and develop stronger ankles.
Yes difinitely. By wearing just 11 lbs, 5 lbs on my ankles and 6 lbs around my waist on a belt, I lost my last ten lbs, which I had a really hard time taking off. Yes yes yes, it works. Your body is burning more calories from the effort of walking or climbing stairs because it's like you are carrying 11 lbs around.

i would say no heavier than 15 pounds i would start off small and then work yourself up to larger weights
Tarsals are the sliding bones in the ankle which allow the rotation movement. Carpals do the same but in the wrist.

I believe that the benefits are similar to the ankle weights or wrist weights some users wear. The weighted training vests add resistance and leave your hands free to still use other weights or machines in the gym.

Avoid them. They seem like they might be a good idea, but they are not. They are useless for strength training because they are too light. They are counter-productive for fitness training because they are too heavy and throw off your natural motion. The same applies to wrist weights. Unless a physician to correct some anomaly prescribes using them, do not bother with them.
