Nations have different characteristics. Different conditions require different responses. People want to rule themselves, and not be ruled by others. Kings want to have their own kingdoms, and not give them up. A single government was impossible, and even a single system was impossible

Europe consisted of many different kingdoms in the middle ages. even today Europe does not have a single government as all of the country's in the European economic community still maintain their own sovereignty and their own system of government.

MoreEurope did not even have a single type of government during the Middle Ages. In addition to kingdoms, there were empires, and there were counties that were not attached to any kingdom. There were cities called communes that existed either in or out of kingdoms or empires, but with republican governments, and there were independent republics, such as Venice. There were also organizations, such as the Hanseatic League, that had the power of nations, with their own treaties and armed forces, but were international.

Europe has never had a single government at any time in history. Even under the Roman Empire, parts of Europe remained unconquered.

Medieval Europe was a product of Late Roman times, with Germanic tribes moving into areas previously ruled by Rome; each tribe was proudly possessive of its own territories which became the countries of Europe - each with its own king. This situation still applies today.
