It is rated "A" because of its adult content.
The highest movie rating out there is NC-17. Which has a higher status than Rated R movies. If a movie is Rated NC-17, it means that no children under 17, no matter what the circumstances, are not allowed to watch the movie because it is stating that it is more for the adult audience.

Rated R means restricted adult. so all are supposed to be of legal adult age to enter.- A note, R rated movies are usually restricted to 17 years old or up, only in some circumstances are they heightened to the legal adult age or even higher (like 21), plus like all movies they have the disclaimer...

What a ride. "Sherlock Holmes" left me giddy. I absolutely lovedit. It was thrilling, funny, stylish, fast-paced and brilliantlyacted. Downey Jr. is a delight to look at. He eats up the screen. He givesthe character all sorts of mannerisms and nuances which reallybring Holmes to life like never...

I think it should be rated R for the scenes in it for the scene where "A woman is giving a blowjob to a man who is driving a car" in which it is clearly seen from her arm movements the she is giving a handjob. In another seen we see an "obessed man butt".
Nudity and extreme violence
I'm assuming the same steps would be taken as they would rating a colored film. Inquiring and noting any seemingly inappropriate or adult behavior and being sure to note the ages that would be allowed to see it.

I saw this movie and it is not a bad drama movie for the 80's. I guess the PG rating is for the small amount of violence and possibly the very strong negative emotions associated with this plot.
