Normally when a heater blower motor only works on the High setting, it is caused by a defective Blower Motor Resistor Pack. The fix is to, Replace it. In very rare instances it can also be a defective blower motor speed control switch, but rarely.

There is a resistor/ circuit board near the heater motor that need to be replaced. You can get one from almost any auto parts store.
The blower motor speed resistor is burned out. You can replace only the resistor but the resistor probably burned out because the blower motor is going bad. If you want to fix it for good, replace both the blower motor and blower motor speed resistor.
Could be, heater blower motor has failed. blower motor fuse is burned out. blower motor speed resistor is burned out. blower motor switch is bad. or, if the blower motor works but you have no heat it could be, cooling system is low on coolant. thermostat is stuck open. heater core is plugged. temp blend door actuator is faulty.
Sounds like the blower motor resistor. Should be near the blower motor under right side below glove box!
