You don't say who you are in relation to the child and her mother but I would not trust what the mother says blindly. Clearly there might be issues between her and the father. If you see for yourself the child is being abused or not taken care of you can report it to the Child Protective Service. If the mother wants to she can do it too. It would not be a good idea to get stuck between them and report based on hearsay. If she truly felt her child was suffering I'm sure she would do anything in her power to stop it by reporting it or take him to court to get custody. Just talking to other people about it is not doing that. So do yourself a favor and recommend to her what she can do if this is true but keep yourself out of it.
