New emails are automatically blank, meaning they don't have an attachment. You actually have to go out of your way to put an attachment on the email.

This is a very general question so it is hard to answer. Depending on what your attachments are and what email you are using there may be a size limit. If the file size is to large(ex:sending pictures, if it is too large you wont be able to send it you will need to resize the image)it wont send.
