There are many ways. FIRST: short the terminals to ensure it is not charged. Many of the digital meters today also have a capacitance check setting, simply use that setting. It not only checks for faults, but also will give you a reading of the capacitance value itself. For most non-electrolytic capacitors a quick check (definately bad vs. maybe good) can be done with an analog VOM. Use the highest resistance scale to measure across the terminals. When first connected there should be a short needle jump that slowly drops back to infinity. Reverse the leads and do it again, should have the same effect. Any resistance highter than infinity indicates a shorted capacitor. Lack of needle jump may indicate an open capacitor (or one of very little capacitance). Electrolytics can also be checked with a VOM, but polarity must be observed, and the drop back to infinity may take a very long time. Alternatively, for electrolytics and larger capacitors is to charge them with a low voltage source (e.g. 9V battery) and measure with multimeter to see if they hold the charge.

You can test a capacitor in many various ways. You can use an ohmmeter to measure the resistance across the leads. You can use a capacitance meter to check the capacitance. You can also charge it up with voltage, and then use a voltmeter to see if it charged up to the correct voltage.

some Multimeters (volt meters) have a capacitor test function that will tell you the exact value of the capacitor. Capacitor meters are more expensive but work for larger capacitor. USING ORDINARY ANALOG VOLT-OHM METER: 1. SET OR TURN KNOB TO RESISTANCE MEASUREMENT -- NORMALLY X1 RANGE 2. PLACE + TEST ROD TO + TERMINAL OF CAPACITOR AND - TEST ROD TO - TERMINAL OF CAPACITOR RESPECTIVELY OR ANY IF ITS NON-POLAR TYPE ELECTROLYTIC CAPACITOR. 3. IF THE TESTER POINTER REMAIN STEADY OR DOES NOT MOVE A LITTLE INCREMENT -- THIS MEAN YOUR CAPACITOR IS OPEN - MEANS DEFECTIVE. 4. IF THE TESTER POINTER MOVES TO THE MAXIMUM SCALE AND REMAINS STEADY -- THIS MEAN YOUR CAPACITOR IS SHORTED - MEANS DEFECTIVE. 5. IF THE TESTER POINTER MOVES TO THE MAXIMUM SCALE AND RETURNS BACK IMMEDIATELY -- THIS MEAN YOUR CAPACITOR IS STILL OK - MEANS HEALTHY.

Starting caps fail all the time. They are not easy to test. You can apply an Ohm meter to make sure the plates aren't shorted. Some have built-in high resistance resistors used to bleed off charge. You could also put a battery across the leads and with a high resistance volt meter check to see if there is a voltage across the cap after you remove the battery. Some fail visibly with bulging or discoloration.

When measured with a DC ohmmeter, a capacitor should appear open. Any stable DC resistance indicates a leaky or shorted capacitor.

This is because when you introduce a capacitor, the circuit is no longer a DC circuit. If you're using a multimeter see if there is an AC setting to measure the current.
