Chinggis Khan ruled the Mongolians and all the other countries that he conquered as one and his tactics in battle were one of a kind. It's fair to say that he was the most accomplished of all the kings and rulers of all times and the only one with more IQ than Albert Einstein.
And he was one of the very few rulers who set rules that were meant for the good of the people, and the countries and land he ruled over never suffered because he believed in Shaman-ism which worships nature.
Chinese people still believe he was a Chinese person and their king, though he only conquered and ruled over them, they probably wouldn't say that if they really suffered under him.

Rules for his emire were covered in a 'Law Scroll' called the 'Yassa' it told the mongolian people to not lie, steal, rape, kill each other and to generally be goodwilled nice people.
It also told future leaders to not live lavishly and be simple honest people so the rest of the empire would follow.
Genghis kept the Yassa by dealing out fearsome punishments to breeches of the code (death for not returning somthing that fell off a horse)..
He was less oppressive than previous rulers. He created a centralized government, and he tried to incorporate traditional Chinese ideas into his government. He reduced the role of the nobles.
Genghis Khan had a great army with horses and bow men. He also knew how to have a an administration of people that communicated by writing and laws were enforced fairly.
