Roosevelt wanted desperately to test his manliness on the field of battle (and to be noticed for doing so, both of which he achieved). He would have been happy to go to war with just about anybody.

Was McKinley a good president?
Yes he was a most effective one. One of the problems with the McKinley Presidency was Theodore Roosevelt who was more concerned with himself, than what McKinley was doing. But by and large I feel that McKinley did a great job as President and was universally beloved by both sides of the isle. He is lost a bit to history as he followed By TR who was constantly talking about himself rather than the more serious McKinley who was more concerned with the country at large. We have learned which style seems to work. McKinley has been passed by many historians and that is sad. I would give him a very near rating historically to T.R.
