FDR liked big government. He thought the federal government should play a role in virtually every aspect of life in the US . He was not particularly concerned with balancing the budget or constitutional niceties. He was not afraid to get the US involved in European conflicts.

Hoover was more traditional. He believed in individual responsibility and traditional self-reliance. He believed that the role of the federal government should be limited to the duties specified in the US Constitution. He did not want to increase the national debt or make commitments to European countries that could force us into war.

In short, Roosevelt was a liberal Democrat and Hoover was a conservative Republican except for defense spending.
