They have to reach enlightenment, they having to lead a life of selflessness and unattachment... The first person to even reached enlightenment was Buddha.... since then countless people have reached it and returned ( at least in Mahayana teachings) as Bodhisattvas. Buddha is reveres as he reached enlightenment on his own, without instruction.

If you do a little research into the Four Noble Truths you'll see the essential answer there.

The Four Noble Truths are the fundamental teachings of the Buddha, they comprise:

  • Suffering - we suffer because we attach to things that are impermanent
  • This suffering has three causes - desire, hatred and delusion also known as attachment, aversion and ignorance.
  • We can end our own suffering by ceasing our attachment to impermanent things
  • The Buddha presents a way to end suffering through an Eightfold path

The eightfold path is the strict answer you may be looking for
