There are a few different ways to adjust the drive belt or V-belt tension in a vehicle. The most popular used nowadays is a serpentine belt that connects to and activates every pulley in the engine. These serpentine belts require no tension adjustment as they incorporate an automatic belt tensioner. This type of tensioner has an internal pre-set spring and applies the correct amount of tension to the belt. Some older vehicles and some imports may use a combination of V-belts and serpentine belts in offset pulleys still controlled by the crankshaft pulley. Most often, there are belt tensioners on these vehicles that allow proper tension to be adjusted.

When looking at the engine from the front, the tension pulley is the only wheel on the drive belt that has the belt on the inside of it. I have a 1054 and just put a new drive belt on it. It has a spring loaded belt tension pulley and there is no adjustment. Check and see if the spring has broken or come off the pulley.
You need to line up you belt with the pulley except for the tensioner pulley according to the picture in your engine bay. You will need to put a wrench on your tensioner pulley and twist it to relieve the tension then slip the belt on and let off the wrench to return the tension.

u need to relaese tension on the tension pulley. this is usually done with a long socket wrench handle. when u release tension and remove belt you then release tension on pulley until you have routed new belt . you then move tension pulley again until you can put belt on it, then release pulley and it will automatically provide correct tension
You might want to check the belt or the clutch if it is a GE. The V-belt is probably slipping on the pulley. If there is no tension spring or place to adjust the tension, try belt dressing or replace the belt.
