Most cars now have a serpentine belt that drive the alternator, water pump, Power Steering unit, etc. The belt tension pulley is a spring loaded pulley that keeps the proper tension on all these units. It can be moved to release the tension in order to remove the belt.

put a wrench on the pulley side of the tensioner (15mm?) and turn. The pulley arm will move & loosen up the belt.
Well to start with the question is a bit vague. A pulley has nothing to do with a start operation; a loose pulley may cause the belt not to turn fast enough to charge the battery and that's as far as it goes. Check your belt tension. If loose tighten it. That's All

If its the 3.4L it has an automatic tensioner. look right under the alternator and there is a pulley. That pulley and arm is the tensioner. To release the tension, there is a bolt on the inside of the pulley, put a wrench on it and pull like you are trying to tighten the bolt. The arm is spring loaded and will pull up, releasing tension.

u need to relaese tension on the tension pulley. this is usually done with a long socket wrench handle. when u release tension and remove belt you then release tension on pulley until you have routed new belt . you then move tension pulley again until you can put belt on it, then release pulley and it will automatically provide correct tension

The serpentine belt tension is automatically maintained by the tensioner pulley, which is an idler pulley located on the passenger side of the system and looks like it doesn't drive anything. you dont adjust a tension pulley you adjust the position of the compressor to tighten the belt
