Every state law enforcement agency has a database of criminal records, which contain the records of anyone arrested in that state. Each of those agencies do charge a fee for accessing your records and issuing you a printout of their findings. There is no way you can circumvent this. In other words, it is IMPOSSIBLE to get a free report of your criminal records, especially if they are multistate records.

There are numerous ways to to get your background check report:

1. Your local sheriff's office or police department, you just need to sign a consent form and pay a small fee then you can get your criminal background check report in less that a day.

2. You enlist the service of a background checking and investigative agency, you should find a listing in your local directory for ones near your area.

3. Online, there are numerous sites that offer the service. They will charge a small fee depending on what information you are looking for. Be sure to stay clear of sites that say they offer the service for free because they are either scams or spam..

There are no publicly accessible websites or databases which disclose this information to the general public. If you are interested in your own record, you may go to your local law enforcement agency and request a records check on yourself.

Some jurisdictions provide judicial records for valid reasons, such as background checks. There are private companies that may provide this service for you, or direct you to the appropriate public agency. Most internet companies are not consistently reliable sources.

There is no reliable free source for this, don't be fooled into thinking otherwise. Generally the State Police will do it for a small fee with the persons permission or for free if it's for a state agency. If you can't trust them to give you permission to have it checked then you can't trust them.

Criminal histories are public records. Go to your local law enforcement agency and request a check of the person. Youwill need their full name and DOB. It will probably only cost you a small administrative fee.

A felony conviction is part of public record. If you think you may have a felony conviction, simply request a copy of the conviction from the Clerk of the Court. This may not exactly be free, but a minimal cost may apply $1-2. There are some county run public databases which may be free also. Good luck.

Added: The court systems of many jurisdictions do not offer the service referred to above. You must respond to your local law enforcement agency and make a request for your own records. As noted above there may be a small administrative fee.
