How do you cheek to see if the gas gauge is working right in the 91' legacy?

It depends how precise you want to be. It's a 60 Litre tank so a good rough way is to drive it until the tank is right on the 1/2 full line. Fill it up and see how close it is to taking 30 Litres. It's hard to use the full or empty marks as a standard because the guage doesn't sit right on those points when full or empty.
On that note, my 91 Legacy (like many others) does not have an accurate gas guage. If I fill it on empty it will take at most 40 Litres meaning I have a 1/3 of a tank left. I have heard you can remove the sender(s)and clean them but I haven't tried it yet. (there are 2 on all wheel drive models because of the shape of the tank as it goes up and over the driveshaft).

make sure that floating thing in the fuel tank is position right or working. The fuel gauge won't be working right if its stuck in one position. Hope that helps...
