To add a new user account with Mac OS X: Open System Preferences. Select the Accounts section. Click the + button in the lower left corner - if locked you will need an administrators password. Select the type of account from the menu. Enter a name and password for the account. Click on the create button.

You already have a user account when you log into your computer so all you would do is just create a network or connect to another network.
Go to System Preferences/ Network/ Locations (name it what you want) in the "Configure IPv4:" menu pick the one you need and the rest will open for editing.
